I observe that most Lockhart the Acting Registrar recommended that all Applications for Police Permits, should be Submitted to the Registrar General and to Captain Superintendent of Police whenever necessary.
And that in case, the two officers differ in opinion as to the issue of a permit, the matter should not be decided by the Registrar General, but by us.
We submitted it to the Governor for his decision and he decided that it would be well to have the Regulations under the Ordinance altered in that sense.
